
NCC
The NCC was established by the Master Development Agreement between the City of Austin and Catellus Austin, LLC to review and consider all proposed new construction at Mueller. NCC review and approval is completely distinct from City of Austin review and approval.
The NCC consists of nine members total. Five of those are voting members (two appointed by the Catellus Development Group, and three appointed by mutual agreement of the City of Austin and Catellus Development Group). In addition, the NCC has four ex-officio members who serve in a non-voting, advisory capacity. All members possess experience in the practice of real estate/land development, architecture, land use planning or other similar professional design practice.
Pursuant to Section 5.2(a) of the Mueller Master Community Covenant, the New Construction Council will have exclusive authority to review and act upon all applications for review of proposed original improvements within the community as well as exterior modifications to commercial buildings. Pursuant to Section 5.4(b) of the Mueller Master Community Covenant and the Master Design Guidelines, no initial site work, landscaping, structures, or other improvements may be commenced until a written application is submitted to and approved in writing by the New Construction Council.
REVIEW PROCESS
Please contact the NCC Administration Team at ncc@muelleraustinonline.com prior to beginning a review process to verify the correct process, paying the correct review fees and understand the submittal schedule. It is imperative that we know you are planning to submit prior to the submittal deadline.
All submittals are due 9 days prior to a scheduled NCC meeting they plan to submit an application for review approval.
Applicants for NCC review and approval must submit their application in 4 stages:
Step 1: Architectural Master Plan (Commercial) or Preliminary Design (Residential)
Plan pages that should be included are listed below. Please do not provide extra pages like interior elevations, irrigation plans, etc. unless requested).

Step 2: Final Design (Commercial or Residential)
The Final Design Submittal should include all final design decisions, there should not be any changes made to your plans after this submittal unless it is in response to the NCC comments. Step 3: New Construction Document Package (NCDP)
Prior to beginning construction of any improvement, each applicant is required to receive approval of their construction documents which should reflect any and all conditions as outlined in the prior NCC reviews. Starting construction before you have received NCDP approval with no outstanding conditions will result in fines. Plan pages that should be included:

Step 4: Certificate of Compliance
Commercial - A minimum of three weeks before the anticipated issuance of a Temporary Certificate of Occupancy or Certificate of Occupancy, the applicant must initiate a NCC Design Compliance Inspection by contacting the NCC Administration Team at ncc@muelleraustinonline.com as well as submit the required application form and fees.
Residential - Builders should submit the required application and return to McCann-Adams Studio, as outlined in the application. Design Compliance Inspections are performed on each home type in addition to spot checks for compliance.
NCC MEETING SCHEDULE AND SUBMITTAL DEADLINES
The NCC typically meets on the 2nd Wednesday each month, although occasionally meeting dates are changed. Also, if there are not enough applications then a meeting may be canceled. Please contact the NCC Administration Team at ncc@muelleraustinonline.com for any recent schedule updates.

SUBMITTAL REQUIREMENTS
In addition to the plans and sections outlined above, each submittal will require the appropriate review fees. Please use the NCC Fee Chart to determine the correct amount. Single Family Home projects pay a single fee upfront and commercial projects (including multifamily) pay a fee for each review step. If your submittal is not complete or does not address all outstanding conditions you will be required to submit a re-submittal packet and a $1,000 review fee.
The NCC requires electronic (pdf) submittals, one half size copy and one full size copy by 5pm on the submittal deadline. Sets should be packaged in a way that they are cohesive and thoughtful, being sure that they are easy to understand and read. Any submittals that sent unorganized, or not matching the other sets will be rejected. Submittals should be sent as follows:
1) Please email a fileshare link or pdf files of the submittal (including application, copy of fee check, comment response memo, drawings, etc.) to the NCC Administration Team at ncc@muelleraustinonline.com. Please double check to only include the required drawings (no irrigation plans, interior sheets, etc.)
2) Please mail (or courier) a Full size set to McCann Adams Studio at 1905 Aldrich Street, Suite 140, Austin, Texas 78723. These must be received by 5pm on the submittal date as shown above and should include a copy of the application and any related memos.
3) Please mail (or courier) a half size (11x17) set to Christine Freundl, City of Austin - Economic Development Department at 301 West 2nd Street, Suite 2030, Austin, Texas 78701.
AEGB REQUIREMENTS
The Austin Energy Green Building review is a required step in addition to the NCC review. This will be required prior to any NCC project approvals. Please use the applications below to start that process:

MUELLER DESIGN BOOK
The Mueller Design Book (MDB) contains guidelines for site planning, architectural design of specific building types, and the design of public spaces and streetscape improvements. It also establishes standards for landscaping and targets for achieving sustainable design. The design guidelines are intended to provide guidance to owners and contractors regarding matters of particular concern to the NCC. NCC decisions are based primarily (though not exclusively) on the guidelines set forth in the Mueller Design Book (MDB).

The New Construction Council may grant reasonable variances or adjustments from any conditions and restrictions imposed in order to overcome practical difficulties and unnecessary hardships arising by reason of the application of such conditions and restrictions.
Occasionally, it is suggested or requested that NCC Members or McCann Adams Studio meet with an applicant prior to or during the submittal process to discuss overall design or work through concerns, there will be fees for these meetings that will be invoiced to the applicant by the NCC.
